Ensuring the Full Implementation of NRN Citizenship Rights

 

NRN NCC USA is deeply concerned by the recent announcement by the Government of Nepal regarding the provision of free visas for up to 10 years to individuals holding Non-Resident Nepali (NRN) citizenship. While we acknowledge the intent behind this provision, it has raised critical questions about the essence of NRN citizenship itself. Citizenship is a fundamental symbol of identity and rights, and introducing visa requirements for citizens is contradictory to the spirit of the constitutional provisions of Nepal.

 

The Constitution of Nepal has clearly outlined the framework for NRN citizenship, granting Non-Resident Nepalis all rights and privileges except political rights. In alignment with this constitutional spirit, NRN NCC USA firmly believes that NRN citizenship must be implemented without any additional restrictions or conditions beyond those explicitly stated in the Constitution.

 

Top Priority of NRN NCC USA

Ensuring that NRN citizenship encompasses all rights and privileges, barring political rights, remains the top priority and focus of NRN NCC USA. We are committed to advocating for a citizenship framework that reflects the constitutional guarantees, upholds the dignity of NRN citizens, and removes unnecessary barriers such as visa requirements.

To address this critical issue, NRN NCC USA is undertaking the following actions:

1       Comprehensive Legal Review and Position Paper Development

·        Conducting an in-depth study and analysis of the constitutional provisions and federal laws governing Non-Resident Nepali citizenship.

·        Preparing a formal Position Paper that outlines the rights and privileges guaranteed to NRNs and identifies discrepancies or barriers to their full implementation.

2       Drafting Legislative Amendments

·        Engaging legal experts to draft a proposal for necessary amendments to the current Non-Resident Nepali Act.

·        Advocating for these amendments to ensure that NRN citizenship is implemented as envisioned by the Constitution, with no restrictions except for political rights.

 

Commitment to Advocacy and Collaboration

NRN NCC USA is committed to safeguarding the rights, identity, and dignity of all Non-Resident Nepalis. We call upon the Government of Nepal to honor the constitutional provisions for NRN citizenship and to engage in constructive dialogue to address the concerns raised by the NRN community.

 

We also seek the active participation, suggestions, and support of all members of NRN NCC USA in this endeavor. Together, we can ensure that the rights and privileges of NRN citizenship are fully realized, strengthening the bond between Non-Resident Nepalis and their homeland.
